GUIDELINES FOR THE ACCEPTANCE OF INTERNATIONAL STUDENTS WHO HAVE NOT MET THE ENGLISH LANGUAGE REQUIREMENT FOR ENROLLING AS A STUDENT IN MALAYSIA.
The purpose of this guideline is to provide information regarding changes made to the process followed by educational institutions when enrolling a student who has met all the eligibility requirements of the course of study except for the English language competency requirement.
This guideline was developed based on the Surat Siaran Syarat Keperluan Kompetensi Bahasa Inggeris Bagi Pelajar Antarabangsa Di Bawah Kemudahan Tawaran Bersyarat Di Malaysia [Ref: JPT/GS 1000-614 (139)] dated 30th November 2017.
2.1 Institutes or students filling out the immigration form in STARS or on the EMGS public website will be required to declare whether the student possesses any English language competency certification.
2.2 Students who possess English language competency certificates such as IELTS / TOEFL / Cambridge English: Advance (CAE) / Cambridge English: Proficiency (CPE) / Pearson Test of English (PTE) or MUET will be asked to upload the certificate as part of the educational certificates and transcripts.
2.3 Students who do not possess any English language competency certificate will be eligible to get a student pass for a period of (maximum) 12 months under the main program. They will be provided with two options;
2.3.1 Proceed with the VAL application and sit for an English language competency assessment upon arrival in Malaysia; or
2.3.2 Proceed with the VAL application and enrol in an English language certification program once they have arrived in Malaysia and, subsequently, sitting for the assessment once the language course is completed; or
2.4 During this 12-month period, they are required to achieve the English Language Competency level as set forth in the JPT approval letter for their desired program.
2.4.1 Students who are unable to reach the required level during the period will not be allowed to pursue their studies in the main program and the institution will be responsible for sending the students back home.
2.4.2 Students who have passed the English language proficiency assessment will be allowed to continue their studies in the main study program. Their student pass will be renewed on an annual basis until they complete their main program.
2.5 Institutions will be allowed to offer English language courses internally with the purpose of preparing students for English language proficiency tests such as IELTS / TOEFL / Cambridge English: Advance (CAE) / Cambridge English: Proficiency (CPE) / Pearson Test of English (PTE) or MUET to ensure that they meet the eligibility requirements.
3. PROCESS IMPLEMENTATION
3.1 The Offer Letter issued to the student shall clearly state “conditional”. Students can only be admitted to the main course upon completion of all entry requirements.
3.2 The student pass will be issued on the main course and not the language course.
3.3 Students who are issued with “conditional” offer letter will only be able to receive a 12-month student pass. The students must submit an English proficiency examination results to EMGS as soon as the English Competency requirement has been met and before the student begins their main program.
3.5 Students who have completed the English language competence will be allowed to renew their student pass on a yearly basis in order to continue studying in the main program. They will not be eligible for student pass covering the full-duration of their main program.
3.6 Students who have not attended the English courses, or who have failed to achieve the necessary English Language competence, will be required to leave Malaysia and no renewal of their student pass will be allowed.
3.7 For Bachelor’s Degree and above (Master’s and Ph.D.) course requirements that do not state the English Language requirement, the minimum requirements are as follows: IELTS 5.0/ CEFR B1 OR equal to TOEFL PBT (410-413) OR TOEFL IBT (34) OR CAE (160) (Cambridge English: Advance)/ CEFR B2 OR CPE (180) (Cambridge English: Proficiency/ CEFR C1 OR PTE (Pearson Test of English) (36) OR MUET (Malaysian University English Test) (Band 3).
3.8 For Diploma courses that do not state the English Language requirement the minimum requirements are as follows: IELTS 4.0/ CEFR A2 OR equal to TOEFL PBT (397) or TOEFL IBT (30-31) OR CAE (160) (Cambridge English: Advance)/ CEFR B2 OR CPE (180) (Cambridge English: Proficiency)/ CEFR C1 OR PTE (Pearson Test of English) (30) OR MUET (Malaysian University English Test (Band 2);
3.9 Institution Based English Competency Assessments are NOT permitted for the purpose of fulfilling the equivalency OR fulfilling the English language competency requirements.
3.10 CEFR is used as an equivalency reference framework whereby IELTS, TOEFL (CAE, CPE/PTE) and MUET are the main reference for English Language Competency for the main course enrolment.
3.11 International students that have fulfilled the English Competency requirement are not allowed to study any other course than the offered programme as stated in the conditional offer letter.
3.12 Students that have failed the English Competency requirement must return to their home country.
3.13 However, if they are still interested in studying for the English Language preparation course, they are allowed to reapply under a NEW conditional offer from their institute of choice.
4. ADDITIONAL OPTIONS
4.1 EMGS shall include a new option in the new VAL application form in STARS and on the EMGS public website which will provide students with the choice to register for an internationally recognized English language accreditation assessment – the Pearson Test of English (PTE) Academic, in Malaysia.
4.2 The PTE Academic is the world’s leading computer-based test of English for study abroad. Typically, PTE Academic results are available within five business days which means a quick turnaround time for students who want to begin their main program.
4.2 The registration for this English assessment will be provided at a discounted rate or RM 690 (+GST) for students who opt to take this through EMGS.
4.3 Upon arrival, they will be required to sit for the PTE Academic or they can begin English classes with their institution to improve their level of English knowledge before taking the PTE Academic. The language class can be for a maximum of 12 months.
4.4 The PTE Academic results will be updated into the EMGS STARS system as part of the student’s profile. The student can therefore begin their main program without waiting for submission of physical results to EMGS. These results will be used during the vetting process of their student pass renewal.
5. SYSTEM ENHANCEMENTS:
5.1 Institutions will view an additional field when applying for a new application (IM14) on STARS. Students will view the same field when they apply for an application on the EMGS public website.
The field will request the institute/student to state whether the last academic certificate undertaken by the applicant was taught and examined in English.
The institute will be required to select one of the following:
i) No, the applicant will take the PTE Academic Certification through EMGS +MYR690.00
ii) No, the applicant will take the English language certification by IELTS, TOEFL, or PTE Academic on his/her own
iii) No, but the applicant has English language certification by IELTS, TOEFL, or PTE Academic, which is to be uploaded in the Academic Certificates
NOTE: Any information pertaining to the PTE Academic Certification that is offered through EMGS will be cascaded in due course. Example: Student registration, test centre details and scheduling etc.,
